Affirming the fundamental right of all individuels and societies to share in the benefits of diversity and dialoge as primary features of culture as the defining characteristics of humanity.
Being aware that cultural diversity, the common heritage of humanity, is a mainspring of sutanable development and that it is thus as vital for mankind as biological diversity is for living organisms.
Being aware that cultural diversity, florishing within a framework of democracy, tolerance and social justice is indispensible for peace and security at the national and internationel levels.
Therefore States Parties shall:
encourage and promote of the understanding of the importance of the protection and promotion oft he diversity of culturel expressions through public relations the media and educational programs.

Cultural diversity is made manifest through the varied ways in which the
cultural heritage is protected, augmented and transmitted to future
generations.
